SANTO DOMINGO.- La Contraloría General de la República (CGR) puso en marcha un mecanismo para discutir los informes preliminares de auditoría interna con las máximas autoridades de las instituciones auditadas y sus equipos directivos.
Su propósito en este sentido es que estas últimas no aleguen desconocimiento y puedan presentar sus réplicas de defensa en un período de 12 días calendario.
Geraldo Espinosa, contralor general de la República, indicó que, “sin importar el período evaluado ni el tipo de auditoría realizada, los informes preliminares serán presentados y discutidos directamente con los titulares de las entidades y los funcionarios vinculados a los procesos examinados, quienes tendrán la oportunidad de presentar las evidencias documentales y argumentos técnicos que consideren pertinentes”.
ENCUENTRO DE TRABAJO
Como parte de la implementación de este nuevo enfoque, el Contralor y su equipo técnico sostuvieron un encuentro de trabajo con el director del Consejo Nacional de la Persona Envejeciente (Conape) y su equipo directivo, durante el cual discutieron el informe preliminar correspondiente a la auditoría interna practicada por la Contraloría al período comprendido entre agosto de 2020 y agosto de 2024.
La Contraloría informó que también fue discutido el informe preliminar de la auditoría realizada al Centro de Atención Integral para la Discapacidad (CAID), bajo el mismo esquema de presentación directa y apertura al proceso de descargo institucional.
Ambos encuentros forman parte de una agenda de trabajo que la institución continuará desarrollando con el propósito de institucionalizar este procedimiento como parte del ciclo ordinario de auditoría.
“Con esta disposición, la Contraloría busca consolidar un modelo de control más participativo, preventivo y garantista, que fortalezca el derecho a la defensa de los entes auditados, eleve la calidad técnica de los informes finales y reduzca la posibilidad de que, posteriormente, se alegue desconocimiento de los hallazgos o conclusiones emitidas por el órgano rector del control interno”, dice una nota de prensa.
A su juicio, este nuevo mecanismo fortalece la seguridad jurídica, la transparencia y la credibilidad de los procesos de control, al asegurar que las conclusiones finales de las auditorías estén sustentadas en información contrastada y debidamente debatida en el ámbito técnico.
“Asimismo, contribuye a mejorar la gestión pública, ya que permite a las instituciones identificar oportunamente debilidades administrativas, corregir fallas en los controles internos y adoptar medidas preventivas antes de la emisión definitiva de los informes”, puntualiza.
